 Description:  While recognizing that each university board is the ultimate jurisdictional authority for its own institution, the State Officials and Employees Ethics Act required the Illinois Board of Higher Education to adopt and implement personnel policies with respect to State employees of public institutions of higher learning, except community colleges. Complying with this mandate, these personnel policies were presented to the Board for approval.
